A lot depends on the government commitment in Africa to a prosperous agriculture.
The present form of agriculture in Africa is very expensive. This is because almost everything is produced using hand labor.

Africa had a great example on how to produce large quantities of food and fiber, in the land that used to be Rhodesia. It was against that countries policy to allow a prosperous and technically knowledgeable population to exist.

To use modern farming methods each country must allow the economy to create the jobs, for the people displace from the land. The tin pot dictators do not want a free economy but want to have control.

How did the United States of America get where it is now? It was government policy to develop research on best methods. Then to have a corps of teachers who are there for the ambitious farmers learn the better methods.

I can not visualize farmers from Europe or Asia moving to Africa and putting their money supply at the mercy of tribal armies, regional armies, or national armies. Armies that are in fact just well armed criminals living off the efforts of others. Instead the ambitious citizens in Europe, Asia, Africa, and South America want to migrate to the USA or Australian where they are allowed to prosper using their own talents, and their accumulated wealth is protected by laws that protect everyone. The "Western" system is to allow everyone to prosper or fail according to their efforts and abilities.
