| In addition to any and all other duties, I administer the Zoning and Code for our Borough. Whenever I need to send a notice, I send it USPS first class, and registered, return receipt requested. I have a third party initial a copy of the document and sign a statement that a true original was placed in the envelope, and place it in the hands of the postmaster.
This has stood up in court so far, but the strongest tool I've used is the statement from that person's' postperson or postmaster that the recipient has "so far to date, refused delivery of said envelope" I've never had one returned, the post office just holds it and keeps on trying.
