I think it is not a "eastern vs western" thing, as much as it is a disease management issue. I have seen (one or two) farmers plant alfafla after rotating out for 1 year, and the next seeding got started - but not quite as good - and it did not last as long. I believe having that rotational crop in there is a good insurance.
