Robert, I have watched first hand Asgrow doing the same thing here in IL. One year they were in short supply of a sts number and they got the "seed beans" out of a farmers bin that had grown them to get the sts premium at a nearby processor. They had never been field inspected nor had the bin been inspected prior to filling, nor had the combine been cleaned out to certifying standards. They sold them as "certified" and the unsuspecting growers that recieved them purchased high priced bin run seed. I wonder how often this practice is done.
