That 16 isn't row spacing, its refering to a planter with 16 rows on the wide space (probably 30" but not necessarily) and the typical row splitter attachment makes it 31 row at half the spacing. The splitter adds 15 rows to keep the planter and the markers symmetrical about the center of the planter. When you add 16 rows all are offset half the wide width and there's one odd one on the splitter outside the outermost unit of the base planter on one side. Certainly possible, but less convenient and so uncommon as far as I can tell.

The base planter row spacing could be 28 to 38" on some planters just by moving row units along the bar (as well as wheel units). Its likely that in 22" territory they've tried row splitters to get 11" row for beans but had troubles fitting the rows in without a second tool bar, which is a workable way to add a splitter.
