Anything that is potentially a plant nutrient is mobile to some degree.  If it won't go into solution, it is never going to get into the roots.  Therefore, if a P fertilizer source is acceptable for placement in the soil, it is also going to become available when broadcast, although somewhat more slowly (and this may be a rather minor delay in humid climates with no-till practices).
