Wow, that's short. 1" is impossibly short around here. It would take a terrifically smooth field to be able to get that short.

We're cutting with about 3" of stubble. We do this for two reasons:

1. To get the hay up higher to get air underneath, avoid putting dirt, rocks and meadow voles into the hay.

2. So that the new growth, which is usually just starting by the time we're making a cut, isn't damaged or lost, because losing even  a little bit of that new growth starting from the crown of the root will make the next cutting take fooooorever to come up.
