I am a real fan of spring strip till, especially for the reasons you describe. The Pluribus CAN go into very wet ground and essentially does the same thing you are trying to odo with the disk - just open up the surface and aerate it so it can become fit.
Sometimes it is not as pretty behind the strip till machine as I would like. However, as Greywolf points out, if you manage it right the strips can be fit, fertilized places to plant pretty quick. And indexing of the fertilizer to the plant really lets you cut rates in most applications we have seen so far. How much you can cut probably depends on your soils.
In the opposite case of very DRY soils, running the Pluribus just ahead of the planter can conserve moisture. We have some folks in the southern plains using it for this reason. The planter gage wheels firm the soil back down and the residue being all still on the surface between the rows acts like a mulch blanket to keep the soil in the middles moist and cool under the residue.
