It seems the conversation I had with our NRCS/FSA office was that mowing was allowed every year if I contacted them first and mowed no lower than 8". Or I could not mow it but I had to maintain no trees began to grow in the fields and no noxious weeds began. If chose not to mow they might instruct me to mow based on what they felt was right for the conservation. I also had the option of spraying the noxious weeds. They might also instruct me to do a burn off too. Which they did the year before last. I don't recall any mention of when I could or could not do the mowing. They encouraged waiting to mow for the small game birds to finish hatching before mowing but it was not a requirement.
