I agree with Paul, population's less likely to be the problem than skips within the row. Skips greater than 2 to 3 feet will reduce yield potential, but with your rows being 15 inches, figure this distance in all directions. For example, if a single row is blanked for 3 feet, but each row on either side has a good stand through that span, you probably won't measure a major yield drop. Two to three rows missing a stand for the same length of row will probably be measurable. Take a good look at the field overall. Replanting may be more expensive than a little extra herbicide to keep the weeds down.
