'02 freightliner with similar issues a couple years back. Ran a ground cable directly to starter from battery neg. No issues since. Think I had one fabbed at batterycables.com or something similar- only took a couple days to arrive. The frame connections were not adequate after 20+ years it seems- even though they got shined up as you have done.
