NEMo | I had a 2188 do that same thing a few years ago. I found wire was shorting out somewhere between the solenoid and the cab connector on the right side of the cab. We removed the wire from both connectors and ran a new wire outside of the harness to repair trouble. I think it was probably where the harness lays across the top of the transition cone
If I remember correctly it uses a common power wire to the raise and lower solenoids and varies the ground to control the raise and lower rate
