I don't think ID.me is a government website. The URL doesn't have the telltale .gov suffix. Tell me if I'm wrong.
But I'd agree it is confusing. I had to use it to go to the government site to pay Payroll taxes. I did it a few years ago and don't remember the timeframe to get it working.
I am pretty sure the ID.me is a private company contracted by the government to do this.
