I just replaced them.
I would assume one could use an ohm meter.
Mine had the green mold in them and they were fairly old.
Yours may be newer and just have a bad end or a break where the cable moves.
The way yours acts, if it is a cable, it has a bad spot, likely where something wiggles or an end.
