The mechanical pump actually pushes fuel with a spring inside. The engine just “cocks” or returns the pump lever for the next spring actuated discharge stroke.

So it’s possible pump is weak and won’t push fuel through filters. Tractor may have been operating on gravity feed mostly and now it’s just not pushing fuel through the filters. Wouldn’t be a bad idea to change them and as they said, put plenty of fuel in the tank.

If it has the Sims in-line injection pump (MINIMEC is what mine has on it) there’s a bleeder screw on pump when you get fuel that far.

Also very important to note that type pump has its own oil reservoir and must be checked and oil changed regularly. I didn’t know and the one I have on a 6 cylinder power unit didn’t get oil changed or checked for years. Finally had to have it overhauled and it was a good thing we learned that it had to be checked because when it came back from the shop, every time I would check it before starting to use it, it would be bone dry. Finally pulled pump back off and found the shaft seal was installed cocked in the housing. New seal and it has been fine ever since.
