That is false, having the thought is indeed a sin. Scripture says it plainly, here is a few examples:
1 John 3:15-- "Whoever hates his brother is a murderer, and you know that no murderer has eternal life abiding in him".
Matt 5:28--"But I say to you that whoever looks at a woman to lust for her has already committed adultery with her in his heart."
James 2:10--"For whoever keeps the whole law but fails in one point has become guilty of all of it."
Sin is both a matter of the heart/mind and the physical act. We have all broken ALL the commands even though we didn't physically commit all the sins. That's why it takes a Holy God's grace to save us from our depraved selves. It's hard to hear that we are evil, but God said so, and thanks be to Him we can be forgiven and saved and not have to forever lament our sin.
