The Catholic church is a hierarchical organization. This means that the final say on anything rests with the Pope and other upper clergy.

From what I read in that article, this group does not agree with the direction the Church took with the Vatican II council reforms made in the 60s and have been pushing to go their own way ever since. In their view, Church practices have gotten too "liberal" and they want them more conservative. There are other groups of Catholics with similar views but my guess is where this group really got in trouble with Rome recently is ordaining their own bishops. See my first 2 sentences as to why this would be a problem.

But, what they are also saying is if this groups members stop what they are doing and obey Church authority they are welcome to return.
