The bushing gets pressed into whatever and should not spin inside whatever. Why not give the grease the shortest path to the inside groove where it needs to go? The outside groove is only there in case someone installed it without thinking about it or the bushing spun inside whatever.

If it has an outside groove you probably don’t need to think about it and can just press it in at whatever clocking you want.
