Labor`s problem for the last 30+ years has been free trade and immigration. The Democrats (and most Republicans) have been on the wrong side of labor`s interests the whole way, now too many have their nests feathered that it`s impossible to correct. Trump had 3/4ths of the right idea in deporting, but we`ve recently witnessed that the idiot people (Minneapolis exhibit A) don`t want the problem fixed. With free trade the tariffs Trump hasn`t handled that well at all (first 30% then 140%, then threaten 400% and tying tariffs with issues other than trade) .

If the US consumes the foreign products made with $4 labor verses US $25 labor, of course the factories move and the former $25 US worker goes on public assistance.
