Government reported inflation is a measure of the cost of a 'basket of goods'
'People don't have more money to spend' is not directly relevant to the price of that basket of goods.
If you included everything in the basket of good and there is a finite amount of money to spend, the result should be no inflation of the aggregate.
The problem is that the govt keeps creating money. Inflation comes from one thing and one thing only, govt deficit spending that is funded by creating money out of thin air.
