The oil industry is basically trading the option to sell E-15 for an extra 3 months a year(no mandate) in exchange for more SRE flexibility to meet the RFS requirements.

Basically the oil industry is saying “sure you can sell all the E-15 you want but since we control basically the whole retail chain it won’t matter. But thank you for easing the actual requirements of using renewable fuels.”
