Maybe, maybe not. If your refineries are gas stations are empty, you might pay about anything to get things moving again. There will be a finite amount in shipment. Think if you had the last 3 loads of wheat and their were 4 buyers out needing it. Then, you have fewer ships on the return voyages to load again(if they even are returning, they may be going elsewhere? Anchored? So, the entire system is basically bogged down for months. This won't sort quickly.
