First off there isn't a cap, its a mandate of a minimum(but not really with waivers etc its more of a target). We can sell all the ethanol we want, the RFS mandates a minimum amount using rins. The epa has actually been raising the amount of ethanol but has left the corn based portion alone at 15 billion gallans. Several other things in your post are misguided but doesn't matter after you realize there isn't a cap.
