Do you suppose the same thing was true about E-10 if you go back 20 years ago?      And now E-10 accounts for ~95% of gas sales in the USA.

E-15/Unleaded 88 is a relatively new thing to most people outside of the corn belt, give it a little time.   As people get exposure to a new cheaper option at the gas pump they will be inquisitive about it and figure it out over time.
