Yes, proper installation is important to move the coolant by convection. I can't tell by the picture if yours is installed correctly or not. Make sure the unit is mounted low in the engine and the hot water hose ,which is the one on top of the heater, extends upward to the head or block. Make sure that hose does not go downward at any point. If it does it will not circulate correctly.
