Thanks! I watched yet another demonstration video about how these rotary pumps work, and the function of that valve makes better sense now. The red o-ring sealing the tip of the valve body is the only one that keeps the 100-ish psi case pressure separate from the low inlet pressure. The pressure regulating valve dumps excess pressure back into the inlet side by sliding past a small slot and hole in the valve body.
I got the pump back on the tractor tonight, and filled the governor housing with clean fuel. If there's no obvious leaks in the morning, I'll give it a go with bleeding and starting. The wet spot you see there is just where I forgot to close up the timing window before dumping fuel in the top of the pump.
