SC WI | Does it have a second block with the large accumulators on it? If so that is where the lockout solenoid valve is. Check the harness and plugs. Sounds like it it staying locked.
We fought for years with the suspended axle on out NH T8050 (CIH 335) harness to the height pot and lockout valve was damaged near the bottom of the fan shroud. Poor routing and lack of good places to secure it.
Axle had no cushion and multiple shops could not tell us why it wouldn't unlock.
