Chop the corn stalks however you want to before seeding with a hoe-type air seeder. Some air seeders, like Horsch, can be fitted with coulters in front of each shank, which might help, but I think you will still have to chop the stalks. I have heard that the residue needs to be shorter than the row spacing for a hoe drill to work.
