"Here", minimum bill is $50.50 per month and includes the first 1000 gallons.
Last time I used more than 1000, it was an additional 2.02 for 126 gallons ($15.87 per 1000 ?).
I can't remember how many years signup started (20 +), but $250 at signup and an additional $250 right before hookup. IIRC, if you weren't in the original signup, meters were $2500 + boring if main was on other side of the road. Later, the fee was reduced to $1250 to try to attract new customers, supposed to be for a limited time, I don't know if it ever went back to $2500, or what it is now.
District expanded (possibly 10 years ago), and I believe it merged with another district (maybe 2 years ago), don't know if they have the same rates that I do.
The weekly local paper used to cover the monthly meetings, but havn't seen an article for over a year.
Edit: fee got you a meter, getting water to the house was your expense.
