The link above is a pretty good breakdown of drilling wells in IL.

It's my understanding that if you do everything correctly to get your well drilled and installed, that whatever water you find is yours to do with as you please. That said, high capacity wells (pumping > 100,000 gallons a day), do have to be registered and report annual water amounts pumped. Don't believe they're limited in amounts they can pump, as the reports on annual pump age are just used for tracking of groundwater usage at this point in time.
