A couple of options:
Contact NYS Farm Bureau. They might have information.
Contact the boss/manager of the "person in authority", tell him your experience, and politely ask him to explain/show you the text of the law you are being accused of breaking. The "person in authority" might find out there's someone with more authority real quick.
