Different state, different conditions. My mother gets her water from the Big V Water Association. In the past it was a very poorly run entity. Maintenance was non-existent. They didn't change the filters, sent out bills without reading the meters, failed to fix leaks, and the water was undrinkable. You could fill a glass out of the kitchen sink or the bathroom sink and the water was so cloudy (muddy) you couldn't see through it. Enough people finally got fed up that they ran the "President" out of office, along with the rest of his crew. My sister-in-law is somewhat of an activist and rebellious person anyway so she managed to get to be the treasurer of the organization. She got some grants to help make repairs and bring the maintenance up-to-date. They hired a couple of people who actually knew how to fix things and actually got the meters read on a monthly basis. Things are still not perfect but at least now you can see through a glass of water.

So, it depends on who is running the organization and how well it's run. Yes, it eliminates the responsibility of maintaining a well pump and all that is associated with that. But, again, it depends on how well the system is run (how competent, dependable, and honest are the operators?).
