Since he's asking about hog barn "rental", I assume he's talking about renting the barn for a year. Not custom feeding/yardage where the barn owner is providing everything related to the barn including labor.
Without knowing any more details (who is paying for what; repairs, insurance, utilities, etc) $24 is probably somewhere in the range of being a reasonable number.
Custom feeding rates have barely moved in the past 10 years so I wouldn't get too hopeful on rental rates increasing a lot either. Too many people want a pit full of manure and are willing to invest their time and money into hog building to basically get paid with a pit full of hog sh_t.
