In this case Fire was most definitely talking on the Tower freq, not separate Ground channel.  

As 150 summarized below a whole bunch of things were going on at once.    Culminating in about a three second span when Tower is telling a taxiing Frontier jet where to stop when he sees the truck doing what it was and immediately told it to stop stop stop too.   No time for clarity of call signs and clear readbacks of the comms.   Just terrible and tragic all around.
