I've worked on many airport runways around here including CVG, DAY, and LUK. WPAB was several notches above the rest as far as security and protocol. To work on the first 3 about all that was required was to check in at the gate and have a strobe light on. We had detailed instructions with maps on where we could drive, but I could have gotten lost or intentionally driven onto an active runway at any time.

But WPAB was a whole different story. When we did a mill and fill on the big runway we had our own special gate to go through. That runway was shut down and off limits the entire summer. On another smaller job we had to go in the standard commercial truck entrance, cross the base to the airfield, then cross 2 major runways to get to the job. You had to stop at the tower, get a special radio, and ask permission to enter a taxiway or cross a runway through the radio to the airfield commander. It took an hour to go 3/4 of a mile across these runways. It took 2 days of training to learn how to do this. There were always LMTVs poised and waiting to attack maybe?

I guess my point is it takes no more training to drive around a major airport with planes coming and going multiple times a minute than a car on the street. A military base with days when no planes take off or land is way more secure.
