Every State has a State issued picture ID option. The Federal requirements along with the documentation required to qualify for a REAL ID or a voting compliant ENHANCED ID are the same of every State.
A State issued "regular" ID and a State issued REAL ID are considered forms of proof of U.S. residence only, NOT proof of U.S. birth by the Federal Government. ND does NOT offer an Enhanced ID option, so if proof of birth to vote is the only reason for getting a ND issued picture ID you're wasting time.
However, MN is one of five States that do offer an ENHANCED ID option...however, a birth certificate and/or a unexpired passport will be needed...and a birth certificate will be needed to qualify for a $165.00 first time passport.
When an older customer come into our MN Deputy Registrar offices seeking help to acquire a birth certificate when one has never been filed at birth, my first thought is how has this person lived life for 70+ years with no proof of birth in the USA.
That's not exactly correct on the ND ID part...also to get a passport you need the same documents so I'm not exactly sure where you're going with that. |
