Subject: How do you get a new id to vote when 101 year old

North west MN
So my mother turned 101 last February and moved across state lines 3 miles to north dakota to assisted living. She still has a Minnesota drivers license, her social security card, and she worked for the federal government for many years and still carrys her federal id. I would think that would be good enough but i called the driver license office in fargo North Dakota and asked them if she could get an id to vote but doesn't need to drive anymore. They said she needs proof of residence and that she can get from the assisted live home. Then she needs her drivers license from Minnesota which she has, she also needs here birth certificate I asked her if she had it and she doesn't think shes ever seen one so thats one problem. Then they also said she needs a marriage license because her last name was changed when she got married and she does not have the marriage license.
So is it possible to get a replacement birth certificate from 1925?
And would the county have a copy of a marriage license from 1944? She said she would like to vote as she hasn't missed voting in a election for 80 years.
