My good high school friend is a virologist and one of those public health bureaucrats for the CDC.  The public health system was built to respond to to the 1918 flu epidemic.

She has a lot of reasonable things to say about the strengths and weaknesses of the public health system, and about the general scientific literacy of the public and bureaucracy.
