Wisconsin | Yes, the top left will move four revolutions for one revolution of the top right one. The bottom right is what typically billed at, $1/100cu ft very roughly, obviously all the bottom dials turn if the bottom right turns enough. One rev of the top left dial is roughly $.0005. If I'm reading that right.
Gas is corrected to 100,000 btus and 100cu ft is roughly 100,000 btu, but it varies somewhat. Obviously the price varies also.
