If you did not pay the bill on same day or next day you got charged. I found out if a company uses Ocean City CA as the address then mail was slow. This was all over the internet back in early early 2000s/
One of the problems is that mail was way to cheap and still is compared to Fedex or UPS. One of the problems is theft of your package with USPS.
