Where I've had the best luck with CRP and old alfalfa was hay it, spray it after there's some regrowth and no till it.   A good heavy roller will take care of the pocket gopher mounds after a few years.   I had one field that I thought was too rough to do that and disked it up with a Wishek disk.  Luckily it rained a lot but still dried it out too much and I won't do that way again.
