Mid-Michigan
I've done what you are doing a variety of ways. All with varying success. Ive mowed it, burned it down with every chemical known to man, through some potash on and planted. Probably the worst crop. Had a very difficult time with weed control and had a very difficult time combining it (woodchuck holes, ant hills, rough terrain etc.). Next worst was discing it, waiting for weeds to emerge, spraying it and planting. Very poor soil to seed contact, rougher than he'll and piling up while combining. Weed Control was better. By far and away was plowing if you have time. I moldborad plowed it in the summer after a good rain and worked it down several times with a disc, fc etc. I land leveled it in 3 directions and spread fertilizer based on soil test. Waited until I had a very good catch of grass and weeds and burned it down. I then scratched a cover crop on it and no tiller soybean into it in the spring. Excellent crop. For me, this worked the best but you will lose one crop season. For me it was worth it.
