You do realize that Mn administered it? Fed money went to state to be administered. Obviously it was federal money. State was lax on rules because it benefited the state officials in power to hold on to a certain base and was coming directly out of state budget. . If it wasn’t for fact that republicans are controlling government now that it never would have come out. Nobody listened to state whistleblowers. In fact many of them were penalized.
