At least some of what you're mentioning is why I don't think government covering a %, particularly now when it's the vast majority for some insurance products, works well. Just too much incentive to plant fringe acres and crops in areas not well suited for them.
But what does a guy from NC Iowa actually know about fringe acres and such? Bumkiss, nothing.
