Crop insurance subsidies are probably a lot cheaper than the cost of govt crop disaster programs. The govt shouldn't have been handing out money to farmers the past couple of years when crop insurance has mitigated a huge chunk of the risk. Sure farmers are seeing a large reduction in foreign demand for our grain -- if that's what the majority of farmers voted for accept the consequences and stop whining. Nobody is forcing you to buy subsidized crop insurance, if you don't like it then don't buy it, however you may have to give up some of the govt handouts. Home insurance companies are exiting some states because the losses from weather events have been too high, the same situation would happen with crop insurance without govt subsidies.
