I think the OP point is the farmer is still not getting subsidized. The money is going to the insurance company. If the government decided to give me the same dollar amount they give the insurance company, I wouldn't buy insurance. I would take that money and put it in a money market and let it build. Then use it on a year that would have had an insurance claim. Then the farmer would be getting the subsidy. That's the exact same way I would treat the new idea Trump has with health insurance. Give it to the citizen and then let them decide what to do with it. Health would only be able to be used for health related expenses. Same thing for the insurance subsidy, only can be used on a crop or revenue loss from farming.

That's not my view on the entire situation that's just my view if that was what they did. My view would be ending all subsidies and let the market figure it out.
