I disagree depending how you define subsidy. If the gov issued the policy with the goal of breaking even, it could still be affordable as you mentioned in a different form. Enterprise units, no prevent plant or replant. The high risk acres maybe it wouldn’t be affordable…..well maybe those acres would get cut. Basically insurance similar to what we have now but eliminate the insurance companies AND the amount of the policy the government directly pays.
