Either it has a chunk of crap under one of the diaphragms or
it is deformed.
you probably will hear it bubble in the tank with that bleeder closed.
It's pushing some air. It just won't hold the fuel on the backside of the stroke.
If you filled the lower pre filter and the primary. You probably can crank the engine enough to get it going.
I don't recommend filling the secondary filter. Or you will be shoving 10-30 micron fuel into
a system designed for 2-5 microns.
I have also seen the top of those hand pumps suck air. Fixed one on the side of the road that had that happen.
Since yours was running i'm assuming that's not the case.
