If you can't hand prime it up the primer went, crack in fuel line,
or bad fuel filter mate up.
I have replaced a dozen primers. The rubber valve in the top
goes bad. I keep one on the shelf (hand primer)

edit Unless the tank is dry it should hand pump up.
I've had them with less than 10 gal pump up.

If you want you can tear apart the primer and see if something is wedging
the rubber diaphragm open

If the primer is working good 30- 50 pumps will do it

When i prime them i always open the bleeder on the hand primer.
