The only in person "circus style" public one I know of is the state fleet auction near Arlington, but couldn't tell you if that is still going. I assume it is, Wisconsinsurplus sells lots of vehicles, but not nearly the volume that Arlington did when I saw it a couple times. Besides Wi Surplus, lots of consignment auctions will have some cars and be open to the public. Like B&C says below, a dealer auction is open to dealers only so they can absolve their liabilities to another dealer, and not pay transfer fees in the process. I don't believe there is such a thing as "as is" when sold by a dealer in WI, there's still some liability and duty to disclose.
